Walter James "Dan" Kell was the Station Master at Powell Creek Telegraph Station and Isabel Jane Kell nee Birkett was his wife. The Kell's had no children so adopted Frederick and another Aboriginal child. In 1905, the Kell family returned to Adelaide where the children were educated.
